The Scouts of the World Award (SWA) is an initiative to help National Scout Organisations revitalise the programme of Senior Sections (15-26 age range) by giving young people more opportunities to face the challenges of the future as identified by the Millennium Declaration unanimously adopted by the 189 member countries of the United Nations in 2000.

Griffin Scout Leader, Tan Sijie is the SWA coordinator for the SWA Base in Singapore. Ever since he started serving as the SWA Secretary during his term in the 1st National Rover Council in 2006, he has been contributing to the growth of the programme.

Most recently, he had just concluded the 3rd Scouts of the World Discovery Workshop, which saw the attendance of 3 Singapore , 3 Thailand and 1 Malaysian Rovers, making it the first international SWA workshop.

The following are articles on the WOSM website in which Singapore's SWA Base were mentioned:

The National Patrol Camp 2008 was held from 27 Nov to 1 Dec at Sarimbun Scout Camp. Griffin Scout Troop was represented by Anthony, Changci, Matthew, Teck Joo, Raphael, Lester, Joshua and Ian.

Preparation began months before and training intensified when the date drew near. The team was definitely anxious and excited when the day arrived. With no prior experience in NPC, the team was all out to do whatever they can and hopefully secure at least.

Despite some hiccups, the boys held on. As the days grew, they started to be more anxious - worried that they will fail the troop. With some words of encouragement and luck, their spirit lightened up on the last day during the open house, which all of them had fun.

Friendships were forged, experience was gained, fun was enjoyed. At the end of the camp came the grand campfire, and this is the very much awaited event whereby the awards are finally announced. Holding on to the last ounces of hope, the team was indeed very nervous. Finally, all the awards for merits were declared and the crowd went crazy for they know they had at least secured a bronze. Indeed, the team managed a bronze for all their hardwork and efforts for the past months.

Congratulations to the NPC Team. All the best to Griffin for the next NPC in 2010!!!

‘Save the Earth, Serve the World’ – That’s the motto of the Thailand Rover Moot 2008. Griffin Scout Leader, Tan Sijie and two other Rovers took part in the 18th National Rover Moot of Thailand, Petchaburi, Thailand. 22-26 Oct 2008.

Besides attending the Moot, Sijie was there for a more important reason. He was there to assist in setting up the first Scouts of the World Award (SWA) exhibition in the Asia Pacific Region at the Moot, with the support of The National Scout Organization of Thailand (NSOT) in collaboration with The Rover Scout Association of Thailand (RSAT), Greenpeace and Kaengkrachan Riverside Scout Camp (KRSC). It serves to promote SWA among Thai Scouts in the bid to set up a SWA Base in Thailand. to set up the exhibition.

With supporting materials from the World Scout Bureau, an exhibition area was completed with informative SWA posters and package, project posters and videos, interesting global facts, and even an interactive station. More than 150 Rovers visited the exhibition over a period of three afternoons, and there were a few schools which expressed interest in trying out the programme.

In conclusion, the Moot was full fun and adventure and the exhibition was very well-received and indeed a tremendous success for a first.

The 10th World Scout Youth Forum (WSYF)was held in Iksan, Korea from the 7th to 10th July 2008. The 38th World Scout Conference (WSC) was subsequently held in Jeju Island, Korea from the 14th to 18th July 2008.
Our Scout Leader, Tan Sijie was one of the five selected to attend the WSYF and was one of the two delegates representing Singapore. During the forum, he ran for the position of the World Youth Advisors, of which only 6 Scouts were selected for a term of three years to support the World Scout Committee. Although he did not secure a position for the Advisor, he proposed an initiative that soon proved to be of much significant and the start of a partnership.

Earth Hour - One Hour, No Power (http://www.earthhour.org). The WSYF delegation from Singapore proposed and brought Earth Hour to Korea, with the start of a candlelight opening dinner. With 141 support signatures from all over the world, the intiative was eventually put up as a recommendation to the World Scout Committee, suggesting that all NSOs are encouraged to incorporate an Earth Hour event in their national, regional or world events.

During the World Scout Conference, Sijie was the youth delegate representing Singapore in the delegation along with 5 other senior commissioners. Sijie had the honour of being invited by Anne Whiteford from the Education Unit of the World Scout Bureau to address to the plenary of the conference about the SWA Base in Singapore.

With the conference aside, Sijie was also a part of the bigger picture - Singapore was bidding for the World Scout Jamboree in 2015. Pitted against Japan, Singapore put up a show and create a buzz. A small island country was then introduced to the whole world. Although Japan won the bid in the showdown, the Singapore contingent's spirit was nonetheless still high for we had created awareness of our small island country.

The WSYF and WSC experience was indeed an eye-opener and will be etched in Sijie's mind for many years to come. Brazil will welcome the next WSYF and WSC in 2011, and we will all be waiting.
